Takimet Konsultuese me Fokus Grupet

Gjatë muajit Tetor 2021, grupi i ekspertëve për Shqipërinë në bashkëpunim me anëtarët e grupit të punës dhe institucionet e pushtetit lokal kanë përmbyllur një tur takimesh konsultuese në kuadër të iniciativës së Laboratorit Rinor të Ballkanit Perëndimor. Në kuadër të kësaj iniciative, grupi i punës për Shipërinë është duke punuar për ndërtimin e Udhërrëfyesit Kombëtar për Tranzicionin e të Rinjve nga Shkolla në Vendin e Punës, si dokumenti i parë strategjik në nivel kombëtar që synon të adresojë në mënyrë të dedikuar sistemin aktual të tranzicionit në vendin e punës.

Qëllimi kryesor i këtyre takimeve është identifikimi i problematikave kryesore që te rinjte hasin gjatë tranzicionit në vendin e punës dhe konsultimi me një numër të gjërë aktorësh si: institucionet qeveritare në nivel vendor, shkolla dhe gjimnaze, të rinj, organizata lokale të shoqërisë civile, biznese, zyrat e punës, ekspertë, dhe qytetarë. Gjatë diskutimeve frytëdhënësë që kemi zhvilluar në qytetin e Durrësit, Vlorës, Beratit, Dibrës, Korҫës, Shkodrës dhe Lezhës, janë angazhuar 148 aktorë të ndryshëm dhe 20 ekspertet e grupi të punës për Shqipërinë.

Disa nga problematikat kyҫe që kanë dalë gjatë fazës së konsultimeve janë:

• Mungesa e një studimi të mirëfilltë të tregut të punës
• Mospërputhja midis kërkesës dhe ofertës (duke përfshire kurrikulat arsimore)
• Koordinimi i ulët midis aktorëve që punojnë në këtë sektor
• Mungesa e informacionit dhe promovimit të duhur të programave dhe mundësive ekzistuese në tregun e punës
• Standartet e ulta dhe mosrespektimi i duhur i të drejtave në vendin e punës
• Orjentimi i karrierës kryesisht për studentët dhe nxënësit e institucioneve të arsimit të mesëm
• Aftësimi i të rinjve dhe mungesa e lidhjes së kurrikulave shkollore me praktikën
• Informaiteti i lartë
• Hendeku midis qëndrave të qyteteve dhe zonave rurale

Faza e parë e hartimit të Udhërrëfyesit Kombëtar për Tranzicionin e të Rinjve nga Shkolla në Vendin e Punës, përmbyllet me zhvillimin e eventit zyrtar lancues i cili ka si qëllim prezantimin e grupit dhe planit të punës për aktorët kryesorë që operojnë në nivel lokal dhe kombëtar.

Në përmbyllje të kësaj faze, një falenderim i veҫantë shkon për Bashkinë Durrës, Bashkinë Vlorë, Bashkinë Lezhë,  Bashkinë Shkodër, Bashkinë Korҫë, Bashkinë Berat dhe Bashkinë Dibër për suportin dhe gadishmërinë e treguar në implementimin e këtyre takimeve në qytetet e tyre.

Gjithashtu një falenderim i veҫantë shkon për 14 anëtarët e grupit të punës për Shqipërinë, të cilët janë të ndarë në tre komitete kryesore, për kontributin e dhënë dhe fasilitimin e takimeve në nivel lokal. Këto komitete përbëhen:

Komiteti me përfaqësuesit e institucioneve: Genta Prodani, Gerti Bajraktari, Engjëll Gjugja dhe Fatjon Dhuli

Komiteti me përfaqësues rinorë dhe student: Mirjam Reҫi, Klodiana Kadeli, Saimir Beqiraga, Keti Dhimitri, Xhensila Mirashi, Denis Lushi dhe Zoica Bardhi.

Komiteti i ekspertëve: Yllka Sela, Donald Vullnetari dhe Jetona Myteveli

Kjo iniciativë implementohet nga Këshilli Rajonal për Bashkëpunim (RCC) me suportin e Bashkimit Evropian (EU). Pjesë e grupit të ekspertëve për Shqipërinë janë: Ministria e Arsimit dhe Sportit, Ministria e Shtetit për Rininë dhe Fëmijët, Agjencia Kombëtare e Rinisë, Kongresi Rinor Kombëtar, Rrjeti Profesionistëve të Rinj dhe Rrjeti Kombëtar i të Rinjve në Shqipëri.

(EN) Consultative Meetings with Focus Groups

During October 2021, the group of experts for Albania in cooperation with the members of the working group and local government institutions concluded a round of consultative meetings within the initiative of Western Balkans Youth Lab. As part of this initiative, the working group in Albania is working on the National Roadmap for the Transition of Youth from School to Labor Market, as the first strategic document at the national level that aims to address in a dedicated way the issue of youth transition in the workplace.

The main purpose of these meetings was to identify the main problems that young people face during the transition to the workplace and to consult with a wide range of actors such as: local government institutions, universities and high schools, young people, local civil society organizations, businesses, employment offices, experts, and citizens. During the fruitful discussions we held in the cities of Durrës, Vlora, Berat, Dibra, Korça, Shkodra and Lezha, 148 different actors and 20 experts of the working group for Albania were engaged.

Some of the key issues that emerged during the consultation phase are:

• Lack of a proper labor market study
• Mismatch between supply and demand (including educational curricula)
• Low coordination between actors working in this sector
• Lack of proper information and promotion of existing programs and opportunities in the labor market
• Low standards and inadequate respect for rights in the workplace
• Career orientation mainly for students and pupils of secondary education institutions
• Youth empowerment and lack of connection of school curricula with practice
• High level of informality
• The gap between urban centers and rural areas

The first phase of drafting the National Roadmap of Youth Transition from School to the Labor Market, concludes with the official launching event which aims to present the working group and work plan in front of main actors that operate in local and national level in the field of youth education and employment.

At the end of this phase, a special thanks goes to the Municipality of Durrës, the Municipality of Vlora, the Municipality of Lezha, the Municipality of Shkodra, the Municipality of Korça, the Municipality of Berat and the Municipality of Dibër for the support and facilitation of implementing these meetings in their cities.

Special thanks also go to the 14 members of the working group for Albania, who are divided into three main committees, for their contribution and facilitation of meetings at the local level. These committees consist of:

Government Committee, represented by Genta Prodani, Gerti Bajraktari, Engjëll Gjugja and Fatjon Dhuli

Youth and Student Committee represented by: Mirjam Reҫi, Klodiana Kadeli, Saimir Beqiraga, Keti Dhimitri, Xhensila Mirashi, Denis Lushi and Zoica Bardhi.

External Expertise Committee represented by: Yllka Sela, Donald Vullnetari and Jetona Myteveli

This initiative is implemented by the Regional Cooperation Council (RCC) with the support of the European Union (EU). Part of the group of experts in Albania are the Ministry of Education and Sports, the Ministry of State for Youth and Children, the National Youth Agency, National Youth Congress, the Young Professionals Network and Albanian National Youth Network.
